【摘要】:Designing,manufacturing,testing,andmaintaininganunmannedaircraftsystemtocomplywithindustrystandardsandrecommendedpracticessupportsdevelopmentofacertificationpackagethathelpsensureitsreliabilityandcanleadtoitsairworthinesscertification.Governmentaviationauthoritiesx2019;airworthinesscertificationprocessesexisttoprovidesomelevelofassurancethatcriticalsystemswilloperatereliablyandposeminimalrisktopersonsandproperty.Theuseofprovenstandardsandpracticesinthedesign,manufacture,andtestofthesesystems,especiallyforthemissioncriticalcomponents,contributestothisgoal,aswellasstreamliningthecertificationprocessandsimplifyingthesystemtestrequirements.Whiledevelopingtoasetofstandardsandpracticeswillnotguaranteecertification,theabilitytoshowcompliancewithestablishedstandardsprovidesthebasisforawell-documentedcertificationapprovalpackage.Compliancewithestablishedstandardsandpracticesalsoprovidesassurancethatagivencomponentwillfunctionasintendedinthespecifiedenvironmentandconditions.Thestandardscitedinthesepracticeshavebeendevelopedbyrecognizedstandards-developingagencies;someareacceptedbygovernmentaviationauthoritiesasanacceptablemeansofcompliancewithairworthinessrequirements.Bytheirinclusioninthesepractices,theyareconsideredtobeconsensus-basedforunmannedaircraft-relatedpurposes.1.1Thesepracticesidentifyexistingregulations,standards,specifications,andhandbookstoguidethedesign,manufacture,test,repair,andmaintenanceofunmannedaircraftsystemsandtheircomponents.1.2ApplicabilityThesepracticesapplytounmanned,powered,fixedwingaircraftandrotorcraftsystemsseekinggovernmentaviationauthorityapprovalintheformofairworthinesscertificates,flightpermits,orotherlikedocumentation.Itisintendedtobeusedasareferencebyunmannedaircraftsystemdesignersandmanufacturers,aswellasbyprocurementauthorities,tohelpensuretheairworthinessofthesesystems.1.3Thesepracticesprovideastartingpointfordevelopingastandards-basedairworthinesscertificationpackageforconsiderationbyregulatoryauthorities.Itliststhosetop-levelstandardsapplicabletothemajorsubsystemsandcomponentsofanunmannedaircraftsystem.ItassumesthatOriginalEquipmentManufacturer(OEM)-providedsubsystemsandcomponents,purchasedandinstalledasaunit(forexample,GlobalPositioningSystems),arethemselvesbuilttoapplicablestandardsthatarenotnecessarilylistedinthesepractices.Thesepracticesincludestandardsfortechnologiesthatarecurrentlyinuseinunmannedaircraft,aswellasthosethatarenotyet,butcouldbeusedinthefuture(forexample,radioisotopethermoelectricgenerators).1.4Suggestedchanges,corrections,orupdatesshouldbeforwardedtoCommitteeF38.1.5Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.
